Data Center Logistics: Port of Baltimore to Frederick, Loudoun and the I-70/I-95 corridors

Quantum Frederick and Loudoun County are built with equipment that lands at the Port of Baltimore. We stage it near the port, hold it in FTZ 74 where it qualifies, and deliver on the hour the crane is booked.

Quantum Frederick is a 2,100-acre data center park in Adamstown, Frederick County, where Aligned Data Centers, AWS and Rowan Digital Infrastructure are all building. Across the Potomac, Loudoun County, Virginia is the largest data center market in the world. Much of the equipment that fills those buildings arrives by ship through the Port of Baltimore, which has 50-foot berths and 15 weekly container services. The risk for a general contractor or an owner’s logistics lead is simple: a crane is booked for a Tuesday at 06:00, and the transformer is still on the terminal because nobody booked the permit, the escort or the tunnel-free route. Baltimore 3PL exists to make sure the Tuesday delivery happens on Tuesday.

This is a Mid-Atlantic corridor service, not a Baltimore-local one. Cargo lands and stages at the port, then runs west on I-70 to Frederick and south on I-95 to Loudoun and Northern Virginia.

How this cargo moves through the Port of Baltimore

Containerized equipment, racks, PDUs and cabling discharge at Seagirt Marine Terminal, the port’s container terminal, which handled a record 1,113,309 TEU in 2025 and has 50-foot berths and on-dock CSX rail. Oversize and breakbulk pieces such as transformers, large generators and chillers discharge at Dundalk Marine Terminal, which has 300-long-ton and 550-short-ton mobile heavy-lift cranes, or at Rukert Terminals, a private breakbulk terminal. See the Seagirt terminal page.

From the terminal, three paths are typical:

  1. Direct to site. A container or a permitted heavy-haul load goes straight to Adamstown or Ashburn when the site is ready to receive it.
  2. Staged near the port. Equipment goes to a partner warehouse or yard in Baltimore County, Jessup or the BWI corridor and waits for its delivery slot. This is the common path, because construction schedules slip and terminals charge for dwell.
  3. Staged in FTZ 74. Imported equipment is admitted to a partner warehouse inside Foreign Trade Zone No. 74 with customs duties deferred until it leaves for site.

Seagirt is about 40 road miles from Washington DC, and both Frederick and Loudoun are a same-day delivery from a Baltimore staging warehouse.

What we set up for data center builds

  • Construction-phase inbound control. One desk tracks every purchase order from vessel to site: generators, switchgear, chillers, transformers, UPS and battery cabinets and server racks.
  • Heavy-haul and project cargo. Lowboy, RGN and multi-axle carrier partners, with Maryland and Virginia permits and escorts, through our project cargo and breakbulk desk.
  • White-glove rack delivery. Air-ride trailers, liftgate or dock delivery, inside placement to the data hall and debris removal through white-glove final-mile partners.
  • FTZ staging. Duty-deferred holding for imported equipment inside FTZ 74 partner warehouses in the seven-county service area, with entry filed when the equipment ships to site.
  • Hazmat routing for batteries. Class 9 lithium-ion cabinets move with hazmat carrier partners on tunnel-free routes. See hazmat logistics.
  • Timed delivery. Delivery windows matched to the site crane, the rigging crew and the commissioning sequence. Daily status by email so the site superintendent knows what arrives tomorrow.

What the partner network brings

Baltimore 3PL is a service-area logistics company. We do not own a warehouse, a yard or a truck in Baltimore. Every move runs through a partner network we have curated for 50 years: breakbulk stevedores, heavy-haul carriers, riggers, FTZ-approved warehouse operators, hazmat carriers, white-glove crews, forwarders and licensed customs brokers. One desk, every building. You call (419) 745-9492 or email operations@sams3pl.com, and the desk assigns the partner whose permits, equipment and schedule fit the piece. Customs clearance is coordinated through our licensed customs broker partners. After-hours coverage is by arrangement for night deliveries and weekend lifts.

The county map, the tax exemption and the tunnels

Three local facts shape every data center program in this corridor.

Where building is allowed

Harford County became the first in the state to ban data centers outright in June 2026. Baltimore County extended its moratorium on new applications through the end of 2027. Baltimore City placed a one-year moratorium on facilities of 10 MW or more from July 2026. Howard County paused applications from August 2026 to November 2027, and Carroll County paused for a year from February 2026. Frederick County allows data centers only inside its Critical Digital Infrastructure Overlay Zone, about 2,600 acres mapped in January 2026, and has a pause on new applications on top of that. So near-term construction volume sits at Quantum Frederick and in Loudoun, and the port serves both.

The Maryland sales and use tax exemption

Maryland’s data center sales and use tax exemption covers servers, HVAC equipment, generators, UPS, batteries and PDUs for projects that invest at least $2 million in Tier 1 areas or $5 million elsewhere within three years and create five qualifying jobs. The exemption runs 10 years, or 20 years for projects that invest $250 million within 10 years. It does not cover electricity. In September 2026 the Governor asked the legislature to repeal the exemption, after a repeal bill failed in the 2026 session. Confirm the current status with your tax advisor, and keep FTZ admission and delivery records clean enough to support a claim.

Batteries and the harbor tunnels

UPS battery strings and battery cabinets are lithium-ion Class 9 hazmat, shipped as UN3536 when containerized or UN3480 as cells. Hazmat may not use the I-95 Fort McHenry or I-895 Harbor tunnels, and the Key Bridge is not expected to reopen before late 2030. Battery loads from the port to Frederick or Loudoun therefore loop the west side of I-695, about 30 to 35 extra miles and 45 to 60 minutes. We price and schedule that loop from the first quote, so the battery delivery lands in the same window as the UPS it feeds. Our Key Bridge truck routing guide and FTZ 74 guide cover both topics in depth.

What to send for a quote

  • Site name and address, whether Frederick, Loudoun or elsewhere on the I-70 or I-95 corridor
  • Equipment list by purchase order: generators, switchgear, chillers, transformers, UPS, battery cabinets, racks, with dimensions and weights
  • Origin ports and vessel arrivals, or domestic supplier locations
  • Which pieces are imported and might qualify for FTZ 74 staging
  • Delivery sequence and crane or rigging dates from the construction schedule
  • Any lithium-ion battery cabinets or other hazmat in the program
  • Staging time expected between arrival and delivery

Questions shippers ask

01Is this a Baltimore-only service?

No. The port is the staging point. Delivery runs along I-70 to Frederick County and along I-95 and the Beltways into Loudoun County and Northern Virginia. One desk handles the whole corridor.

02Can imported data center equipment be held duty-deferred before delivery?

Often, yes. FTZ No. 74 covers Baltimore City and six surrounding counties, and partner warehouses inside the zone can admit imported equipment with duties deferred until it leaves for site. Our ftz-bonded-warehouse partners and licensed customs broker partners set that up.

03Why can battery cabinets not use the harbor tunnels?

Lithium-ion battery cabinets and UPS strings are Class 9 hazmat. Hazmat may not use the I-95 Fort McHenry or I-895 Harbor tunnels, so these loads loop the west side of I-695. We route them that way from the start.

04What does the Maryland sales-tax exemption cover?

The state data center sales and use tax exemption covers servers, HVAC, generators, UPS, batteries and PDUs for qualifying projects. The Governor has asked the legislature to repeal it, so confirm current status with your tax advisor before you rely on it.

05Which Maryland counties currently allow new data centers?

Harford County banned them in June 2026. Baltimore County, Baltimore City, Howard and Carroll have moratoriums or pauses. Frederick County allows them only inside its Critical Digital Infrastructure Overlay Zone. That is why near-term demand is in Frederick and across the river in Loudoun.

06Do you own the warehouse where equipment is staged?

No. We stage in partner warehouses near the port and along the Baltimore-Washington corridor. We do not own the warehouse. We own the relationship, and the result.
